Challenge
CCST needed a centralized system to track, analyze, and activate media insights across their 200+ stakeholder network.
The California Council on Science and Technology (CCST) is the State's designated science and technology policy advisory organization. A nonpartisan nonprofit organization founded via the State Legislature in the ‘80s, they advise California policymakers across more than a dozen topics, including AI and quantum research.
CCST’s influence on California policy is powered by their network. Scientists and engineers at CCST’s partner institutions and cross-sectoral collaborators throughout the state advance the evidence base of critical and timely issues, and CCST delivers that expertise into government through peer-reviewed studies, legislative science academies, expert briefings and workshops, Science & Technology Policy Fellows, and most recently, senior-level Science Advisors to Governor’s Cabinet Secretaries.
The organization’s 12 partner institutions include Stanford, Caltech, USC, Berkeley Lab, NASA JPL, NASA Ames, Lawrence Livermore, Sandia National Laboratories, SLAC, the University of California, California State University, and California Community Colleges. CCST’s 200+ post-PhD fellows and alumni are embedded in government and research fields globally.
CCST's job is to ensure the work of their partners and alumni reach the right decision-makers and shape state policy, but that's only possible if they know what their network is doing, saying, and publishing in real time.
Before Clipbook, that wasn’t possible. Every CCST team member monitored media independently, relying on a mix of Search Engine Alerts, newsletters, and one-off searches across multiple platforms. There was no shared view of the media landscape, making it difficult to act on information as one coordinated unit.
CCST needed an AI-native system to track, understand, and activate everything happening across the California research and policy ecosystem.
"Our job is to serve as a bridge between State lawmakers and California’s leading researchers: to know what they're working on, amplify their collective impact, and channel expertise toward advising policy development and implementation. Clipbook makes that possible by keeping us informed and connected to our entire network.”
Solution
Clipbook became CCST's AI orchestration layer, replacing fragmented monitoring workflows with a single system of record that powers communications, alumni engagement, and executive reporting.
Clipbook’s AI agents analyze over 1,000,000 sources across news, social media, policy, and newsletters that are relevant to CCST, tracking direct mentions of their organization, 200+ alumni, 12 partner institutions, and dozens of priority policy topics.
After Clipbook’s agents collect relevant data, a specialized reporting agent drafts, edits, and delivers a daily report to the entire CCST team, with each mention tagged by category and loaded with enough context to act on immediately. The report itself is fully customizable: CCST is able to completely change search terms and formatting with a simple reply to the report.
CCST operates faster than ever with Clipbook’s intelligence. An alum gets cited in a major outlet, and the team flags it for internal outreach and shares it externally within minutes. A partner institution publishes new research, and the CCST team reaches out directly to collaborate within the hour. A trending story gains momentum in one of their issue areas, and it gets flagged immediately for the relevant research team member.
Prior to Clipbook, every team member at CCST independently ran siloed media monitoring workflows. Now, the entire CCST team operates from one shared system of record.
"One piece of data from Clipbook can inform our social strategy, executive briefings, and deepen a partner relationship all at once. It checks so many boxes with almost no lift on our end. The ROI is instantaneous."
Result
20x reduction in media monitoring time
Team-wide monitoring dropped from ~10 hours per week to 30 minutes. Each team member now spends just 5 to 10 minutes daily reading the Clipbook report and leveraging that intelligence across social posts, newsletters, board updates, and executive briefings.
4x accelerated speed to media engagement
Partner research, alumni milestones, and stakeholder news are shared externally within minutes. Clipbook is the engine powering CCST's social media and stakeholder engagement strategy.
Mikel Shybut, CCST’s Director of Strategic Initiatives, regularly guides the development of social content sourced from Clipbook’s intelligence. In one instance, he worked with the communications team to publish a social post that amplified a fellowship alum's research, featured two partner institutions, and advanced CCST's positioning on a priority AI issue — all sourced from one piece of Clipbook data.
200+ stakeholders and 12+ issue areas monitored
Every name, keyword, and institution relevant to CCST’s work is tracked and analyzed in real time. That comprehensive coverage gives CCST a 360-degree view of the research and policy ecosystem, and helps them deepen partnerships that sustain their grant and philanthropic funding.
Looking Ahead
CCST tackles some of the hardest challenges in science and policy, many that take years — and sometimes decades — to fully materialize. As the organization grows, so does their use of Clipbook: more stakeholders tracked, more issue areas monitored, and more intelligence flowing across every business function.
